US R&D tax credit should be strengthened: report

A new US study on the use of corporate R&D tax credits concludes that their use is beneficial and should remain a component of US measures to stimulate business innovation. The study by the Center for American Progress recommends boosting the value of the US tax credit, making it refundable for small firms and some larger firms, simplifying eligibility and expanding it to a firm's full level of R&D spending rather than incremental spending.
