Paul Dufour from the University of Ottawa's Institute for Science, Society and Policy, highlights past efforts, like the 1987 National Science and Technology Policy, and suggest that renewed federal-provincial-territorial cooperation to design and implement a pan-Canadian STI strategy could boost Canada's global competitiveness.
