The Commissioner of the Environment and Sustainable Development says Sustainable Development Technologies Canada (SDTC) has sound decision-making and management processes and that the federal government is providing satisfactory and effective oversight. The findings are among the few positive highlights contained in the Commissioner's 2006 report, which was released September 28 through the Auditor General's office. The report concluded that the government has "done too little and acted too slowly on Canada's commitments to address the challenge of climate change", despite spending more than $6 billion on targeted initiatives since 1997. While SDTC appears to be an exception, the report notes that there are delays in disbursing funds once a project has been approved. As of January/06, SDTC had committed $169.8 million to 74 projects and had signed contracts worth $48.5 million. Yet only $25 million had been disbursed....
