OECD calls on Montreal to improve governance

The Organisation for Economic Co-operation and Development (OECD) is calling on the City of Montreal to implement new policies to increase productivity and reinforce existing regional clusters. The message was contained in the OECD Territorial Review of Montreal, to be released today. It notes that relatively low education levels, insufficient R&D investment and a complex local and metropolitan governance structure are sapping its ability to be a competitive player in international business. Of the 65 largest OECD metropolitan regions, Montreal ranks 44th. Without a streamlined governance structure and policies that support innovation and attract highly qualified personnel, Montreal won’t be able to improve its productivity performance, concludes the report.
