Dr Rafik Goubran has been appointed dean of the faculty of engineering and design at Carleton Univ. Goubran was serving as dean in an acting position since last July. His area of expertise is digital signal processing, particularly as it relates to improvements in audio quality in voice and voice transmission over Internet protocol (VOIP). He holds a masters degree in electronics and communications engineering
